Every guidance series has a document that explains how the whole system is intended to be used. Within HSE’s Offshore COSHH Essentials, that document is OCE0 – Advice for Managers.
Unlike the task-specific guidance sheets, OCE0 does not deal with a particular hazardous substance or industrial process. Instead, it explains how Duty Holders, managers, supervisors and COSHH assessors should use the Offshore COSHH Essentials series as part of their wider arrangements for managing substances hazardous to health. It effectively provides the roadmap for applying all of the OCE and OCM guidance sheets correctly.
Although developed for offshore oil and gas installations, the management principles described are equally applicable to many onshore industries. The document emphasises that the individual guidance sheets are not risk assessments in themselves, but practical examples of recognised good practice which should be used alongside a suitable COSHH assessment.
For LEV professionals, this is an important distinction. A guidance sheet describing good practice for soldering, drilling muds or laboratory work does not remove the need to assess the actual process. Instead, it provides a benchmark against which existing engineering controls—including Local Exhaust Ventilation (LEV)—can be compared.

Although OCE0 contains relatively little technical engineering information, it is arguably the most important document in the Offshore COSHH Essentials series because it explains how all of the remaining guidance should be applied.
One message deserves particular emphasis:
The guidance sheets are examples of recognised good practice—they do not replace competent risk assessment.
This is exactly the same principle that applies to LEV.
A designer cannot simply copy an extraction system from another installation without first understanding the process, contaminant, operator interaction and workplace environment. Likewise, managers should not simply apply an Offshore COSHH Essentials sheet without considering whether it accurately reflects the work being undertaken.
The guidance also reinforces another important management principle promoted throughout LEVCentral:
Engineering controls only remain effective when they are properly managed.
This means ensuring that LEV systems are:

- routinely checked by users;
- maintained;
